Its a treehouse show. I remeber when i was little i'd always watch it.
its not really a show that has a theme its like a fun activity show

well there is a small dog that talks, i think its a terrior, then he has an owner and his friends would go to this park place but thre would always be a sign that says no dogs allowed so the terrior would stay out the fence. While the kids would play games and play tag, hide-and-go-seek, blue shoe, etc.

then like at the end they go home, then the dog always smiles at the camera

I remember this show, too. I'm not 100% sure on this, but I think it's name was "Let's Play". It was on Treehouse in 2003, may have even been on after that. I thought the dog was really cute, and I remember his name was Foster. I'd forgotten about it until I found your post.
